We are looking for a qualified Information Security/Cyber Security Policy SME in Arlington, VA.

Job Summary:

Provide Policy, Administrative, and Technical Support to the Office of the Secretary of Defense Intelligence & Security’s (OUSD(I&S) Counterintelligence, Law Enforcement & Security (CL&S) Directorate. Support review, analysis, development, and implementation of OUSD(I&S) responsibilities for national and Department of Defense (DoD) policy, guidance, and training about Defense Security matters. Provide recommendations on properly conducting oversight of DoD Counterintelligence (CI), Law Enforcement (LE) & Security activities. Provide expertise on national security policy and strategy about OSD and the Military Departments and how such policy and strategy interface throughout the larger Intelligence, national security, and related CI, LE, and security communities. Provide experience-based, value-added operational perspective to senior policy decision-makers on Intelligence and security while ensuring coordination with policy, legal, and operational counterparts.


Responsibilities and Duties:

Collaborate routinely with DoD Chief Information Officer (CIO), Defense Information Systems Agency (DISA), Joint Staff (J6), United States Cyber Command, and other federal entities to ensure integration of DoD information assurance, cyber security, and information security policies.

Provide monitoring support and recommendations on executing requirements outlined in the joint DoD CIO and USD(I) memorandum, “Cyber and Traditional Security Integration.” Track and ensure completion of reporting requirements detailed in joint DoD CIO and USD(I) memorandum, “Insider Threat Mitigation,” as well as follow-on Cyber-related Insider Threat mitigation initiatives.

Translate DoD information security policies and develop up to thirty-six technical implementation policies, guidance, and/or marking standards annually to support solutions and technologies for keeping classified and controlled unclassified information. Integrate information security policies in the Joint Information Environment, Identity, and Access Management, and the still-developing Unclassified Information Sharing Service architectures and systems.

Establish effective relationships to ensure the Unauthorized Disclosure Program Management Office aligns with post-WikiLeaks information assurance initiatives, particularly regarding driving out anonymity and determining the attribution of responsible parties, enhancing enterprise audit capabilities, strengthening access controls, and supporting insider threat mitigation monitoring activities.


Required Qualifications and Skills:

Three years of experience with policy development & coordination and staffing processes & procedures as conducted within OSD, the Joint Staff, Military Departments, Defense Activities, and DoD Field Activities.

Five years of relevant experience

Bachelor’s degree or relevant work experience


Desired Qualifications and Skills:

Should understand interactions with the Executive Office of the President, Congress, the Office of the Director of National Intelligence, the Intelligence Community, and other U.S. Government entities.

Three years of experience safeguarding classified information from exploitation.

Three years of experience researching and providing analysis of DoD and Component policies and directives, requirements, and resources to resolve complex issues.

Comfortable with and able to communicate in a logical, coherent manner with senior-level DoD executives.

Three years of experience in project management and expertise in strategic planning & concept development; program analysis & evaluation; operations instructions; development of solutions that assist with the decision-making process; and other areas related to the OUSD(I&S) mission.

Should have proficiency in providing administrative support and have a thorough knowledge of computer-related software, including Microsoft Office (e.g., Word, Excel, PowerPoint, etc.).
