Position Title: Advanced Systems Program Analyst, Journeyman -PMA 271

Required Education: Journeyman - BA/BS degree from an accredited college.

Required Experience: Journeyman - 3 to 10 years of combined experience performing duties described in the functional description.

Functional Description: Applies analytic techniques in the evaluation of program/project objectives. Analyzes requirements, status, budget and schedules. Performs management, technical, or business case analyses. Collects, completes, organizes and interprets data relating to aircraft/weapon/project acquisition and product programs. Tracks program/project status and schedules. Applies government-instituted processes for documentation, change control management and data management.

Desired Experience:
- Assist the IPTs in coordinating with other program offices and external organizations regarding the IPTs development project scheduling and planning.
- Participate in and assist in the coordination of preparing project resource plans, specification requirements, design reviews, technical interchange meetings, and other meetings related to the recapitalization development.
- Provide procurement support services including analytical services related to schedule, performance and funding analyses for E-6B aircraft modifications. The contractor shall validate financial data to ensure that funding will be adequate to cover project requirements. The contractor shall prepare financial charts and input for briefings in support of mid-year reviews, budget execution reviews, spend plan reviews and various other project briefings. The contractor shall support, track and monitor financial documents through the entire process.
- Evaluate new technologies and prepare costs estimates for platform integration for E-6B aircraft modifications. Determine feasibility and risks of implementing different approaches to systems integration.
- Serve as inter-agency coordinator between inter-Navy commands as well as Air Force, Army, and a myriad of government civilian and joint military commands E-6B aircraft modifications.
- Coordinate with NAVAIR Contracts, IPTs, and Engineering in the procurement planning process to build initial SOW, CDRLs, and IGCE products.
- Analyze contracts & track mission objectives to include selection, definition, and documentation generation and coordination of Procurement Initiation Documents (PIDs) in systems such as the Procurement Management Tool (PMT), SOW, CDRLs and ECP contract actions for E-6B aircraft modifications. Provide status of PID package as it workflows through the procurement process and provide weekly updates. Provide independent assessments and recommendations for improving procurement efficiencies and processes.
- Prepare meeting agendas and coordinate, attend, and participate in meetings as directed by the E-6B aircraft modification program IPTL. Prepare, review, and/or evaluate modification project documentation/briefing material and make recommendations regarding accuracy and adequacy, ability to meeting project requirements and objectives, and associated risks. Prepare and distribute meeting minutes and actions from meetings.
- Prepare, review and/or evaluate project documentation/briefing material and make recommendations regarding accuracy and adequacy, ability to meet project requirements and objectives, and associated risks for E-6B aircraft modification programs.
- Monitor and analyze progress including comparing actual versus planned, recommending alternative or work-around procedures; and assessing project progress reports for E-6B aircraft modification programs. This will include participating in technical interchange meetings, engineering/technical reviews, and other meetings, as required.
