Required Education: BA/BS degree from an accredited college.

Allowable Substitution: Associates Degree from an accredited college plus two (2) years additional work experience performing duties described in the functional description of the labor category may be substituted for a Bachelors Degree or Four (4) years additional work experience performing duties described in the functional description of the labor category may be substituted for a Bachelors Degree..

Required Experience: 3 to 10 years of combined experience performing duties described in the functional description with at least 3 of those years demonstrating experience supporting the development of program acquisition documentation such as Procurement Initiation Documents (PID), Statement of Work (SOW), and Contract Data Requirements Lists (CDRLs).

Desired Experience: Minimum of 3 years experience using NAVAIR Acquisition Management System (AMS) Tools.

Functional Description: Supports and drafts program milestone related documentation to ensure compliance with all aspects of the DoD and SECNAV 5000 series directives. Supports the development of program acquisition documentation such as Acquisition Plans (AP), Acquisition Strategy Reports (ASR), Procurement Initiation Document (PID), Statement of Work (SOW), funding documents, Contract Data Requirements Lists (CDRLs), and Acquisition Program Baseline Agreements (APBA). Assess program procedures, practices, philosophies, and documentation for compliance with specifications, contracts, and mission requirements. Attends, participates, supports, analyzes, provides input, develops, prepares and reports on briefs, point papers, reports, correspondence, meetings, conferences, and review boards. Supports the PMA Acquisition Lead in staffing, preparing, updating, and routing internal and external acquisition documentation for the existing E6-B platform and for the ACAT IB Recapitalization program. These include Justification & Approvals (J&A), Streamlined Acquisition Plans (STRAPs), Acquisition Strategies (AS), Determination and Findings (D&F), components of Procurement Initiation Document (PID) packages, and Acquisition Baseline Plans (APB). Responsible to the government Acquisition Lead to monitor all PMA procurement actions using various reports and metrics from the Procurement Management Tool (PMT) and ensures that Integrated Product Team Leads (IPTL) are keeping their milestones current and on plan. Monitors team member access and permissions in PMT for the PMA. Attends and participates in Planning Procurement Conferences (PPC) as an Acquisition Team representative and provides recommendations on necessary documents and deadlines required for contract award and reviews Procurement Planning Agreements (PPA) prior to Chairperson approval and signature. Represents the Acquisition Team in Data Requirements Review Boards (DRRB) as required. Tracks Contractor Performance Assessment (CPAR) deadlines and coordinated completion with the appropriate IPTLs. Assists in the drafting of the PMA’s Acquisition Guide documenting various workflows, processes, and business rules for procurement and acquisition management and is responsible to update as new directives and instructions are issued. Meets monthly with the PEO(A) Procurement Group Division Head for collaboration on best business practices in relation to PMA-271 programs and Federal Acquisition Regulation guidelines. Assists in the completion of various internal and external data calls as required and drafts briefing materials as needed. Drafts, routes, and finalizes quarterly and adhoc reports using Research Development Acquisitions Information System (RDAIS). Collects, reviews, and adjudicates team inputs to Monthly Status Reports (MSR) to ensure contract compliance. Assists DDG PM with recruitment of employees, screening applicants, participating in interviews of potential candidates. Assists in completing SAAR-N and DD1172 for new hires for streamlined onboarding.
