Decision Technologies is looking for an ILS Program Analyst. The position will be located in Washington, DC.

Job Summary:

Provide support to PEO IWS 2 for In-Service Radars in the area of Integrated Logistics Support (ILS) Acquisition Support.

Responsibilities and Duties:

Participate in all aspects of System Configuration Management, Installation, Provisioning, and Life-Cycle Sustainment.
Draft and consolidate inputs from stakeholders to develop and maintain ILS documentation such as Life Cycle Support Plans.
Coordinate efforts and act as a liaison between the program office, Shipyards, and participating Navy and contractor organizations supporting ILS activities.
Review DOD and NAVSEA guidance and policy for application and implementation for In-Service Radars.
Interface with the prime system developer and government technical team to provide support in the coordination of and participation in Logistics Reviews.
Develop ILS presentations and agendas, coordinate and conduct meetings, ILS action items, and draft meeting minutes.
Support the Development and Review of Logistics requirements and deliverables for Contract Award.
Conduct deep-dive analysis for systems that are not meeting their system Operational Availability (Ao) threshold requirements to identify and resolve related root cause issues.
Provide Subject Matter Expertise in the development of Logistics specifications such as Operational Availability (Ao). Mean Time To Repair (MTTR) and Mean Logistic Time (MLT).
Coordinate with Navy Warfare Center personnel to respond to Data calls and generate Technical Briefs for the Program Office.
Provide Subject Matter Expertise in supply support, inventory control, interim spares management, and Allowable Parts List (APL) management.
Review and comment on maintenance plans and provisioning data to include long lead items, temporary spares list, Allowance Change Request (ACR), Nomenclature requests, and Installation and checkout (INCO) spare list.
Provide expertise in Interactive Computer Aided Provisioning System (ICAPS), APL/Allowance Equipage List (AEL), Coordinated Shipboard Allowance List (COSAL), Diminishing Manufacturing Sources, and Material Shortages (DMSMS) and Maintenance Demonstration (MDemo).
Review and comment on installation and checkout procedures. Respond to Automated Fleet COSAL Feedback Reports (A-FCFBRs).
Prepare and review Program Support Data (PSD) Sheets.

Required Qualifications and Skills:

Experience with DOD 5000 as it applies to ILS policy.
Experience working in Navy Data Environment (NDE).
Experience working with the WISE Database.
Working knowledge of Change Requests & Engineering Change Proposals.
Excellent interpersonal and communication (oral and written) skills.
Personal computer skills (competent with MS Office applications).

Desired Qualifications and Skills:

Familiar with shipboard installation processes.
Familiarization of PEO IWS Element Certification Process.
Working knowledge and practical experience with US Navy radar systems.
Knowledge of various Combat System Elements.
Knowledgeable in the use of MS TEAMs
Bachelor’s Degree or equivalent
Must have an active DoD Secret Clearance
Five years of relevant experience
